In 2017, Presbyterian Health Plan quietly launched its first DSNP plan, a hedge the executive leadership predicted would be critical to its role as the lead Medicaid payer in New Mexico. Sure enough, in August of that year, the state of New Mexico’s Medicaid RFP included a requirement that the payer also offer a DSNP plan alongside the Medicaid program. In 2019, PHP purposely redesigned its DSNP program, and today, Dual Plus serves nearly 12,000 New Mexicans, and the health plan boasts a Model of Care that scored a full 100 from CMS and won a 3-year approval (which is very rare).
