Overview

 

The Medicare Advantage Value-Based Insurance Design (MA-VBID) program was launched as a 5-year pilot by CMS in January 2017 to structure enrollee cost-sharing and other plan design elements to encourage enrollees to consume high-value clinical services. This model allows Medicare Advantage (MA) plans to provide supplemental benefits or reduced cost sharing to enrollees with specific chronic conditions to test whether these changes can improve outcomes and lower expenditures. The program was tested in 7 states in 2017 and 10 states in 2018; CMS expanded this reach for 2019 to include 15 additional states and 9 conditions, a clear signal to the center’s support of the program and an indication that this program may continue to grow. The proposed CHRONIC Care Act, which has bipartisan support, would expand the initiative to all 50 states.  How should health plans respond? And should your organization consider evaluating this program? In this presentation, Brad Helfand, Managing Director with HealthScape Advisors, will provide an overview of MA-VBID, share exclusive insights from organizations that participated in the pilot program, and provide a roadmap for plans assessing options to enter the program. Audience

Executives at health plans interested in innovative approaches to product design and medical management that aim to improve management of chronic condition patients in Medicare Advantage. Due to the recent growth of the program, this presentation is applicable to health plans in both eligible and non-eligible states, as non-eligible states will likely become eligible soon, if the CHRONIC Care Act passes. Medical management/care management executives will also find this webinar useful, as the elements of the program will likely have implications for their roles.

White Paper: MA-VBID Capabilities Infographic
The BBA expands the MA-VBID program to all 50 states beginning January 1, 2020. Both newly interested and existing MA organizations in all states can expect an application deadline at the end of January 2019 to participate in 2020.
