Senior Vice President - Chief Financial Officer

General Summary:

The Chief Financial Officer dually reports to the President and Chief Executive Officer of Health Alliance Plan and to the Chief Financial Officer of Henry Ford Health System. He/she serves as a key member of both the HAP Executive Leadership Team and the HFHS Finance team. The HAP CFO is an officer of HAP, staffs the HAP Board of Directors and its Finance and Audit & Compliance Committees, staffs the HFHS Board of Directors’ Finance and Audit & Compliance Committees and leads the financial functions of HAP including:

accounting, financial reporting, internal controls, audit and tax support, operating and capital budgets, financial planning, analysis and reporting
billing & collections
rate filings, reserves, data analytics and underwriting,
risk adjustment, and
facility, physician and ancillary network contracting, risk management & reporting

The Chief Financial Officer will provide on-going strategic and operational financial support and leadership to the Chief Executive Officer and other members of the senior management team. As a strategic business partner to these individuals, the Chief Financial Officer provides accurate and timely management reports enabling the organization to more aptly manage its growth, development, capital and expenses. The CFO also provides effective oversight of management and external financial audit processes and assures that the most effective financial systems are in place from which to manage the day to day operations and the company’s strategic future. The CFO provides the leadership necessary to recruit, develop and retain the best financial executives within the organization who can be counted upon to bring about the results necessary, in a manner that emphasizes accuracy and timeliness of reporting to the board, its management committees, and staff. He/she also focuses on the future of the business, developing and implementing successful financial models for transacting tomorrow’s business, which will ensure the continued success of the company.

Principal Duties and Responsibilities:

Establish and maintain strong relationships with senior executives so as to identify their needs as they seek solutions for a full range of business challenges; ensure that these executives are provided with a competent and effective finance staff to support operational activities and strategic initiatives.
Actively participate as a member of the senior leadership team to develop short and long-term business strategies, including the establishment of financial goals, capital structure and growth activities.
Gain a full understanding of the business, including HFHS, its current financial models and the needs of the customers, both internally and externally; seek to identify future changes in the mechanisms for financing health insurance and for the provision of services to members; remain alert to trends and future federal and state policies as it relates to changes which might impact on the business.
Oversee the development of operating and capital budgets, accounting of financial information, development of both GAAP and Statutory financial reports, , tax preparation, regulatory implications, financial systems and operations to provide timely, accurate and meaningful information to all stakeholders and ensure appropriate internal controls are in place.
Oversee the direction of Provider Network Strategy, Contracting, and Risk Management.
Oversee the direction of Actuarial, Analytics, Underwriting & Risk Adjustment
Inform and provide guidance to the Board of Directors regarding financial issues, developments and recommendations.
Recruit, retain, develop and lead a professional team which is competent, accountable, loyal and credible in the eyes of inside and outside customers; enable direct reports to function as decision makers while monitoring performance and service capability; encourage diversity within the finance team’s makeup and encourage diversity in both thought and action.
Continually communicate and drive alignment for the finance department’s efforts with key strategic initiatives and mission. Provide the vision for accomplishing the company’s financial goals and set the tone for the underlying values, consistent with overall corporate operating philosophy.
Ensure that the finance staff is functioning with effective financial systems and controls to monitor and evaluate performance and that work processes are sound and timely in providing useful information; ensure that financial staff is capable of interpreting financial and operating data and quickly responds to support financial goals; ensure that staff work collaboratively across all business areas through the presentation of information in an open, honest, purposeful and succinct manner.
Ensure that financial reporting systems support the business through the analysis of product lines, business segments, provider groups, employer groups, geography, etc., and that the systems serve as decision support tools for achieving financial performance.
Use financial information as a means to identifying solutions to problems and opportunities to pursue. Remain in close communication with the CEO regarding these.
Ensure that strategic financial planning, modeling and forecasting processes are in place to support benefit plan design and rate development.
Ensure the effective development of a strategic financial business planning function infrastructure which supports long and short-term goal setting and provides guidance to alternate courses of action to achieve strategic and financial objectives.
Serve as the company’s financial spokesperson with the external community, including outside audit firm, rating agencies and regulators, government officials, including legislators, as appropriate. Interact externally with providers, customers, and competitors as needed.
Experience & Education Required:

Bachelor's degree in business or related field, MBA and/or CPA preferred
At least ten years experience in a senior financial role with a health insurance or health benefits company.
Demonstrated track record of success as a leader who is capable of setting direction within the context of overall corporate strategy and developing and managing a full range of human, financial and operational resources needed to achieve success.
Experience in working with external audiences including the Board of Directors, customers, Regulators and providers.

Skills and Abilities:

Ability to anticipate accounting, financial reporting and operational issues, assess the implications, determine their impact, and develop and implement an appropriate action plan.Ability to lead actuarial and underwriting functions assess the implications of benefit & contract changes and communicate effectively with state regulators, CMS, brokers and employers.
Ability to lead network strategy, hospital, physician & ancillary contracting, network management, risk contract reporting and communicate effectively with providers.
Ability to communicate financial information in a way that has meaning and is understandable to other parts of the business.
A logical thinker who can communicate clearly and succinctly at all levels; one who combines financial expertise with operational savvy/business knowledge.
Demonstrates a willingness to listen, debate and evaluate issues with an open mind to different opinions and approaches to problem solving.
