Privacy Administrator - Regulatory Affairs

POSITION SUMMARY:

To be fully engaged in providing Quality/No Harm, Stewardship, and Customer Experience by: (1) maintaining knowledge of privacy issues and staying current on trends and developments in the privacy field; (2) providing recommendations, advice, guidance to enhance organization privacy compliance and mitigate risk; (3) coordinating activities for an effective Privacy Program; and (4) develop and conducting education programs to respond to associate, management, first tier and downstream entities. Demonstrates leadership in the integration and application of knowledge of health plan processes, health and business records, information technology, regulations and risk management for the Health Plan and the IDN.

PRIMARY ACCOUNTABILITIES:
Manages the development, implementation, execution, and review of all Health Plan privacy policies and procedures.
Implements and chairs the Health Plan’s Privacy Oversight Committee.

Serves as the subject matter expert on privacy and data protection laws, regulations, and their impact on the Health Plan’s operations.

Supports the broader IDN Privacy and Information Security teams regarding network wide program development, enhancements, and strategy.

Acts as the liaison with the IDN on all privacy matters affecting the Health Plan on the implementation of aligned best practices and controls to ensure the protection and proper use of PHI.

Delivers ongoing privacy training to all Health Plan associates and manages a privacy education and communications plan for the Health Plan Partners with the Health Plan’s Vendor Management Office in the development, implementation, and ongoing compliance monitoring of all business associate agreements to ensure that all privacy concerns, requirements, and responsibilities are addressed.


QUALIFICATIONS REQUIRED:

Bachelor’s degree in Healthcare Administration or in related field required; or, comparable combination of education and work experience within 6 months of employment may be considered.

Minimum 5 years management experience preferred.

Currently has, or completes within one year, advanced certification in healthcare information privacy and/or security.

Experienced trainer with curriculum development experience preferred.

Excellent critical thinking and decision-making skills.

Excellent skills performing comprehensive legal and regulatory research and analysis.

Excellent oral and written communication skills; ability to communicate clearly and professionally with medical staff, Health First Health Plans, HIM associates, and other internal and external customers.

Excellent organizational and interpersonal skills.

Advanced knowledge of HIPAA and other state and federal regulations related to privacy within a health plan setting.

Proficient knowledge of Microsoft Office suite.

PHYSICAL DEMANDS:

Able to sit or stand for extended periods
Able to view a monitor screen for extended periods
Able to lift, push, pull or move up to 20 lbs. unassisted
Able to travel to all Health First locations and conferences
Able to enter data using hand/wrist dexterity
Visual acuity and hand-eye coordination to perform various tasks
Able to work extended hours, including weekends and evenings when necessary
