Manager, Medicare STARS Program

JOB SUMMARY:

The Manager, Medicare Advantage Stars Program will oversee and drive the health plan to achieve optimal star ratings for Medicare related product lines. The Manager will assist in developing strategy and translate strategy and goals into execution within a matrixed organizational environment.

KEY RESPONSIBILITIES:

Manage and work with Stars program management team, and health plan and provider leadership to develop and execute Stars strategy; think strategically and translate business strategy into initiatives.
Identify best practices and competitor capabilities; support translation of findings into tactical initiatives or program improvement efforts.
Develop programs and business cases in support of annual budgeting and planning process, collating information from various business partners and consolidating for an integrated program view and ROI.
Work closely with data analysts to develop and manage targeting and monitoring capabilities.
Ensure effectiveness of Stars programs by working across the organization and its providers, leading work plan meetings and conducting regular deep dives with functional teams to ensure initiatives are directly aligned with Star measure improvement.
Develop content for leadership review, structure decks, prepare speakers, anticipate key issues and questions and data needed to drive productive discussion.
Maintain strategic focus while driving execution; steer team from project diversions that create churn and offer minimal return, and proactively identify major program risks.
Identify and articulate data needs required to assist with solving business problems; evaluate analytical outputs, testing relevance and applicability and identify key insights.
Ensures that programs are carried through by departmental and organizational work teams.
Stay abreast of and keep the organization appraised of existing and new Federal/State issues impacting Star Ratings; lead program updates as needed and incorporate into work programs and processes.

QUALIFICATIONS:

Excellent written, verbal, and presentation skills
Excellent analytical skills
Interpersonal skills to create relationships, and advance STARS objectives
Proficient in Microsoft Office applications
Successful completion of Health Care Sanctions background check

EDUCATION/EXPERIENCE:

Bachelor’s Degree in Business, Finance, healthcare or related field
5 or more years of business experience in health insurance; Medicare experience preferred
5 or more years experience in managing teams, both direct reports and in a matrixed environment
Project management and process improvement experience preferred
