Description
Under minimal direction, to provide advanced configuration expertise and maintenance of the core claims system for Valley Health Plan.

Typical Tasks
•Assesses and optimizes system designs through review and analysis of user needs, customizing systems through system design and administration;
•Participates in configuration design sessions and business process alignment sessions;
•Documents business requirements, develops configuration requirements and maintains detailed documentation;
•Validates system configuration and documents issues; updates system configuration as needed;
•Implements, maintains and updates databases, creates, documents and compiles procedural manuals;
•Creates mapping documents from system to operational/financial/clinical designation;
•Executes system tests (unit, integration, regression), analyzes and reports defects;
•Analyzes and documents potential system defects/custom work orders, submits them for system vendor review;
•Troubleshoots configuration issues based on testing results;
•Identifies risk and/or issues and escalates them appropriately with recommendations to mediate;
•Create and generate reports and statistics;
•Conducts user training and may provide limited supervision to lower level staff on a project level or assume responsibility for coordinating a defined program;
•May be assigned as a Disaster Worker, as required;
•Perform other duties as required.

Employment Standards
Sufficient experience and education to demonstrate the possession and direct application of the following knowledge and abilities:

Training and Experience Note:
The knowledge and abilities required to perform this function are acquired through training and experience equivalent to possession of a Bachelor's degree in Healthcare Administration, Information Systems, Business Administration or a closely related field from an accredited college.

AND

One (1) year of experience performing at a level comparable to an Associate Business Configuration Analyst.

Knowledge of:
•Concepts of Commercial Health Insurance, Managed Care and Medicaid or Medi-Cal;
•Organization and elements of a Managed Care Services organization;
•Executing user acceptance testing and triaging test issues;
•Application support lifecycle;
•Principles and methods of project management;
•Demonstrated understanding of Care and Core System applications;
•Principles and techniques of software and system quality assurance and control;
•Methods and techniques of eliciting, analyzing and documenting business requirements and processes;
•Analytical methods for studying problems, developing alternatives and recommendations;
•Proficiency in common office computer applications, including word processing spreadsheets and database;
•Proficiency in medical terminology, ICD9/10, CPT and HCPC;
•QNXT or similar system.

Ability to:
•Work with technical staff for interface testing, data load validation and other data related tasks;
•Work effectively independently as well as within a team;
•Provide analytical and problem solving expertise, including, definition and documentation and business workflow analysis;
•Demonstrate consistent multi-tasking and prioritization skills in order to meet department standards and deadlines;
•Identify opportunities for business process and system improvements;
•Exercise initiative and tact and balance competing demands and priorities for resources;
•Effectively articulate advanced configuration solutions;
•Maintain harmonious relationships;
•Communicate effectively both orally and in writing for technical and non-technical audiences;
•Maintain confidentiality and comply with Health Insurance Portability and Accountability Act (HIPAA).
