Description:
Under minimal supervision, to provide direct Epic application support and Epic software development life cycle for the design, development, implementation, testing, updating, integration, and maintenance of system configuration, system setup, and applications tables; to analyze user, system, and application needs, and evaluate alternative approaches to determine the best solution to meet the needs of the organization.

Valley Health Plan is seeking an experienced individual with a background in the implementation and/or support of the Epic Tapestry suite of applications in a health plan setting. This analyst-level position will be crucial in assuring accurate understanding, capture, testing, implementation/build, and support of defined requirements for critical operational departments across the health plan.

The Senior Epic Systems Analyst will ensure accuracy of the functional build using a strong operational understanding of health plan standards and/or requirements, technical aptitude, and effective communication which will allow for collaborative design recommendations, application of best practice configuration principles, the establishment of testing and reporting standards, and identification/incorporation of key points of interoperability.

In addition, effective verbal and written communication skills coupled with the ability to lead and facilitate, and provide oversight for a team relative to departmental standards and processes are highly desired. Capability to function as a subject matter expert, mentor, and guide for staff relevant to solution-based applications and support of SQL data management, healthcare data transmission standards, or project management.

In addition to employment standards a qualified candidate must possess:

Work experience with the implementation and/or support of the Health Plan/Health Insurance-specific Epic Tapestry suite of applications
AND

Proficiency and work experience in one of the following: SQL data reporting/management suite (SSRS, SSMS) or integration (EDI X12, HL7, SSIS), or project management

Typical Tasks:
Leads complex assignments involving software development life cycle, project planning, upgrade, build, optimization, identifying resource requirements, testing, and implementation;

Performs in-depth analysis of workflows, data collection, report details, and other technical issues in support of technical and business decision making efforts associated with Epic software;

Collaborates with stakeholders to enhance the overall utilization of the Epic system;

Interacts with vendors and others to identify, prioritize, and recommend alternate solutions and risk mitigation strategies;

Assists staff in developing practices to improve configuration and documentation processes;

Performs and/or coordinates complex assignments involving project planning, analysis, development, testing, monitoring, reporting, optimization and implementation;

Monitors system performance and troubleshoots and resolves application issues and system errors;

Coordinates and participates in the evaluation of new module releases;

Identifies, analyzes, and recommends enterprise workflow improvement and enhancement opportunities and is responsible for its development and implementation;

Designs, develops, modifies and implements testing processes including scripts, recording test results, facilitating end user testing and maintaining test environments;

Facilitates and attends meetings with stakeholders to review end user and tracking and trending issues, workflow problems, system capabilities, monitoring feedback and potential system enhancement needs;

Troubleshoots problems and responds to questions received from the Service Desk and end users in a timely manner;

Receives, investigates, processes (to include developing a solution if necessary), resolves, and communicates resolution to Service Desk tickets in a timely manner;

Creates security classification templates to provide the appropriate level of access, while ensuring the protection of patient health information;

Communicates with vendors regarding technical issues;

Provides status reports and updates project trackers on fixes to known issues and planned upgrades and changes to end users and leadership;

Analyzes business operations and investigates end users' preference while making build decisions;

Monitors and collaborates with stakeholders during the integration of interfaced applications to ensure build and maintenance of the system are not negatively impacted and patient data integrity is maintained;

Coordinates and participates in the review, design, configuration, and testing of new releases, upgrades, release authorizations and special updates; evaluates new functionality and manages master file changes for new features;

Coordinates and participates in application upgrades and changes;

Configures, tests and evaluates new or changed clinical/business application functionality and workflows to meet enterprise requirements; manages master file changes for new features;

Collaborates with others as needed for Epic native reporting;

Investigates, designs, develops, tests, and implements Epic native reports and dashboards;

Develops and documents internal procedures to use in conjunction with Epic applications;

Provides information and support to Instructional Designers to facilitate instructional training; participates in training and works with end users;

Supports systems, applications, processes and customers, and responds to queries in a timely manner;

May be assigned as a Disaster Service Worker, as required;

Performs other duties as assigned.
Employment Standards
Sufficient education, training and experience to demonstrate possession and direct application of the following knowledge and abilities:

Training and Experience Note:
Possession of a Bachelor's degree in Information Technology, Information Systems, Computer Science, Business, Public Administration, Science, or a Health Care related field,

and

Four (4) years of recent experience performing application design, analysis, build, implementation, testing, updating, maintenance and/or evaluation of system configuration, system setup or application tables, three (3) years of which is at a level comparable to the County's Epic Systems Analyst classification.

OR

Training and experience equivalent to the possession of a Bachelor's degree. Relevant analytical, administrative, lead, supervisory or management experience that includes interpreting rules and regulations, gathering data and formulating recommendations, and report writing can substitute for education on a year-for-year basis;

and

Six (6) years of experience performing application design, analysis, build, implementation, testing, updating, maintenance or evaluation of system configuration, system setup or application tables, in an information technology and/or a healthcare operations setting, three (3) years of which is at a level comparable to the County's Epic Systems Analyst classification.

Special Requirements:
Epic certification in an appropriate Epic module is required.

Must maintain Epic credentials through Epic's Continuing Epic Education (CEE) program with additional training that must be completed to maintain certifications, proficiencies, and badges.

Ability to travel to alternate locations in the course of work.If driving, possession of a valid California Driver's License prior to appointment and the ability to qualify for and maintain a County driver authorization.

Desirable Qualifications:
Implementation experience with an Electronic Health Record system;

Experience in business analysis;

Experience with clinical applications and regulatory standards;

SQL query knowledge, Business Objects Enterprise, Epic.

Knowledge of:
Epic software applications;

Software development life cycle including requirement gathering and analysis, design, implementation or coding, testing, deployment and maintenance;

Clinical and/or business workflows;

A wide range of application functionality, content, and associated workflows;

Computer applications typically utilized within assigned area of responsibility;

Training methods, procedures, and requirements;

Customer service principles;

Policies, procedures, and business operations;

Principles and procedures in project management and project management methodologies.

Physical Requirements
Be on call and available for 24/7 support;

Travel outside the County for training, conferences, seminars or meetings in support of assigned projects;

Work evenings and weekends, on an as-needed basis.
