Job Summary

The manager for product development and performance leads the plan design including, evaluating existing products and performance; developing new plan designs; and developing new geographic markets. The product manager is a key member of the bid, marketing, and regulatory processes and works with all leaders of the company to create the vision for a delighted consumer experience and better member health outcomes.

Major Work Activities

Leads the development, evaluation, and implementation of a comprehensive product and benefit plan designed to support the goals and objectives of the company
Maintains a complete understanding of the regulatory environment and market trends that impact product design and implementation
Evaluates performance and provides reporting on existing plans and benefits against competitor and industry data to analyze improvements to products and make recommendations for new products
Researches and response to benefit and product-related dissatisfaction by members, physicians, and agents 25
Leads and collaborates with all areas of the company on the development and implementation of the product strategy, including areas of geographic growth, new benefits, and new products, including but not limited to Medicare Advantage, Medicare Advantage Special Needs Plans, Medicare Advantage Employer Group Waiver Plans, and Affordable Care Act Plans.
Develops and manages the implementation and launch of new benefits and products in existing or expanded counties
Ensures all products are compliant with regulatory directives and state/federal laws and policies, including working with appropriate areas on licensure 25
Manages the bid process with CMS and creates, maintains, and supports the communication of benefits documentation and information across the company to operationalize the products
Works with Health Plan Management System (HPMS) to file and download required regulatory filing templates and training materials; attends regulatory training, performs reviews, and collaborates with various cross-functional departments and senior management to ensure proper approvals and documentation are obtained to meet all CMS regulatory requirements prior to filing. 25
Responsible for supporting and assisting with implementation readiness activities and communication of market expansions, new products, and benefits, including support of readiness review activities with various cross-functional departments, including marketing communications
Product and benefits subject matter expert, provide benefit clarifications to internal/external departments to ensure proper administration/education of benefits internally and externally 15
Manage and supervise assigned staff and intercompany support relationships to accomplish the goals of the Company

Requirements

Minimum Qualifications

Required Education

BA/BS degree in business, healthcare, or related field; or five-plus years’ experience or any combination of education and experience, which would provide an equivalent background

Required Licensure/Certification

Required Experience and Knowledge

Five plus years of product development experience in the healthcare or health insurance industry
Two or more years of experience in a managed care setting with a focus on benefit design, product administration, and regulatory compliance with Medicaid and Medicare Communications
Experience in Medicare Advantage Special Needs Plans, Employer Group Waiver Plans, and Affordable Care Act Plans
Experience with Dual Special Needs Plans and state requirements
Knowledge of CMS regulations
Knowledge of healthcare operations
Required Skills, and Abilities

Proven quantitative and qualitative analytical skills and scenario planning
Excellent written and verbal communication in one-on-one settings and in public
Highly effective at building rapport, credibility, and trust across multiple audiences
Strong decision making and problem-solving skills
Be able to work independently and with flexibility
Proficient in business software (e.g., MS Office products)
Medicare bid software and HPMS experience
Preferred Education

BA/BS or MBA degree with coursework in healthcare administration
