The move to Digital Quality Measurement has the potential to fundamentally transform health plan operations – bringing better, faster quality data that drive interventions, reduce provider abrasion, and increase member engagement. At the same time, the move to new data sources and the de-emphasis of the HEDIS® sample produces challenges to maintaining clinical quality rates, which impact value-based care contracts and quality bonus programs. Many health plans do not yet have strategies in place to prepare for these changes and to seize the opportunities that are coming. This presentation will help executives to connect the dots from vision to operationalization as they plan for new technologies and workflows.

-         Brad Ryan, NCQA Chief Product Officer, who will discuss NCQA’s digital quality objectives, the technology behind the transition to digital HEDIS®, and a high-level roadmap for health plans to aim for.

-         Carrie Whitcher, UPMC Health Plan Vice President of Quality Improvement and Chief Quality Officer, who will share insights from UPMC’s investment in digital quality measurement over the past 4 years, our partnership with Astrata Technologies to develop products to support year-round and population-based HEDIS® review using natural language processing (NLP), as well as early results of UPMC’s implementation of full-scale year-round HEDIS® season (2021). 

-         Rebecca Jacobson, President of Astrata, Inc, who will dive deeper into technologies that support digital quality measurement, with demonstrations of two Astrata solutions: 

-         Chart Review: An application that helps HEDIS® medical record review teams move from samples to populations using NLP to triage their reviews. 

-         eMeasure: A next-generation HEDIS® engine for computing digital quality measures directly from EMR (as well as claims) data .
