Looking Beyond the Interoperability Mandates: Innovative Solutions Driving New Opportunities for Consumer-Centric Care

By July 2021, all Medicare Advantage, Medicaid, CHIP and ACA plans must enable consumer access to available claims and clinical data upon member request through a Patient Access application programming interface (API) as well as a Provider Directory API. This mandate was set forth in the CMS and ONC Interoperability Final Rules as part of the 21st Century Cures Act. By January 2022, health plans will also need to have a Payer-to-Payer Data Exchange capability (again, by API) in place, enabling the provision of a member’s claim and clinical data to be shared from their old health plan to their new health plan. 

As health plans across the country are on the path to compliance, questions and challenges remain specific to HIPAA/privacy, security, technical compliance and data blocking.
