Senior Director, IT

Job Summary

The senior director is accountable for communicating, planning and providing leadership for the company’s information technology, which includes providing direction on the design, implementation and maintenance of information systems, network architecture, and security that supports the core functions of the company’s needs and goals. The position will gain organizational commitment for all systems and infrastructure plans, as well as, evaluation and select all technologies required to complete those plans.

Qualifications
Required Education
Bachelor's Degree in an IT related field or 7+ years equivalent work experience.

Experience Required
Five (5) or more years of people management experience with
Seven (7) or more years of progressively responsible subject matter expertise related to internal and external and mobile website development and maintenance.
Experience working with vendors, including contract development and establishing service level performance agreements.
Experience with data disaster recovery and contingency planning, along with workstation security, audit controls and person/entity authentication.
Preferred Experience

Medicare Advantage and Part D IT operations.
Experience with work transitions and system implementation.
Strong working knowledge of HIPAA and Privacy rules and technical remediation for security incidences of non-permitted disclosures and potential breaches of member, provider, employee and vendor data.
Experience creating and monitoring data security tools (Health Insurance Portability and Accountability Act (HIPAA) Security Rule), and secure data transfer protocols.

Major Work Activities
Lead the long-term strategic goals and short-term tactical plans for managing and maintaining enterprise systems including servers, storage, network communications, etc.

Ensure that proposed and existing systems architectures are aligned with organizational goals and objectives

Lead, develop, document, and communicate plans for investing in systems infrastructure, including analysis of cost reduction opportunities

Document the company’s existing systems infrastructure and technology portfolio and make recommendations for improvements and/or alternatives

Develop and manage all enterprise data, disaster recovery plan, LAN/WAN connectivity, and server-based desktop resources

Lead and manage architecture and development of internal enterprise software

Oversee IT server, network infrastructure procurement, personal computer and phone hardware, installation, maintenance, and backup/restore processes

Design security and access to shared resources


Develop and manage a systems capacity plan

Provide support when necessary to assist, troubleshoot, or diagnose server and/or application issues

Develop and execute plans to monitor and test technical performance, utilization, and capacities of all devices in the IT infrastructure. Report on
findings and make recommendations for improvement

Develop, document, communicate, and enforce a policy for standardizing systems, network access, and software as necessary

Leads staff assigned to the IT department; provides guidance and mentoring of staff; and builds effective teams (both internally and with vendors) to achieve established goals and within established budgets

Demonstrates the ability to lead and influence others positively to achieve desired goals of HTA

Performs other duties as assigned

Knowledge, Skills and Abilities
Experience with service operating systems, infrastructure services, client/server applications, exchange server and cloud technologies
Expert-level ability to communicate highly complex technical information clearly and articulately at all levels and audiences.
High critical thinking skills to evaluate alternatives and present solutions that are consistent with business objectives and strategy.
Expert in Word, Excel, PowerPoint, Access and SharePoint site development.
