Description

Under supervision, to support and perform analysis of business and clinical systems integrations and interfaces; to perform data mapping, data translations and transformations; to ensure system integrity, compatibility, standardization and security; and to coordinate the development, implementation and maintenance of data interfaces to the various participant application systems.

The eligible list established will be used to fill HEALTHCARE IT-RELATED vacancies as they occur.

Please note: This recruitment is scheduled to include a written examination; the examination will be conducted online through a secure third party. The week of March 27, 2024 test information will be sent via the email address attached to your application. (This date is tentative and subject to change). There is a short pre-test set up step to be completed, prior to taking the exam.

Typical Tasks

Analyzes requirements and helps define integration and interface specifications;
Builds, configures and maintains interfaces;
Conducts testing of all mapping, translation and transformation routines prior to moving interfaces into production;
Creates, manages, completes and closes relevant change management requests;
Maintains technical artifacts, interface documentation, and topology diagrams;
Performs analysis and troubleshooting of integration related issues;
Maintains a library of all required standard vocabularies and nomenclatures used in normalizing inbound and outbound data feeds;
Maintains test and production libraries of interfaces and applies appropriate methods, procedures and safeguards to protect the integrity of the interfaces and to ensure their recoverability;
May be assigned as a Disaster Service Worker, as required;
Performs other related duties as required.

Employment Standards

Sufficient education, training, and experience to demonstrate the possession and direct application of the following knowledge and abilities:

Training and Experience Note:
Bachelor's degree from an accredited college in Computer Science, Information Technology, Mathematics, Engineering, or a related field;

And

Three (3) years of experience building, configuring and maintaining integrations and interfaces at a level comparable to the County's Associate Application Developer classification. For positions assigned to the healthcare vertical, one (1) year of the aforementioned three (3) years of work experience must be building interfaces using HL7 v2.x or higher, coding XML, and handling HIPAA data.

OR

Training and experience equivalent to the possession of a Bachelor's degree. Relevant analytical, administrative, lead, supervisory or management experience that includes interpreting rules and regulations, gathering data and formulating recommendations, and report writing can substitute for education on a year-for-year basis;

And

Five (5) years of experience building, configuring and maintaining integrations and interfaces at a level equivalent to the County's Associate Application Developer classification. For positions assigned to the healthcare vertical, two (2) years of the aforementioned five (5) years of work experience must be building interfaces using HL7 v2.x or higher, coding XML, and handling HIPAA data.

Special Requirements

Possession of a valid California Driver's License prior to appointment and the ability to qualify for and maintain a County driver authorization.
Depending on the position, other related certifications may be required or desirable.

Knowledge of:

Interface engines and platforms (i.e. Software AG WebMethods, NextGen Mirth, Corepoint, Orion, Infor, etc.)
Requirements that define interface specifications;
Building, configuring and maintaining interfaces;
Interface testing;
Change management requests;
Technical artifacts, interface documentation, and topology diagrams;
Analysis and troubleshooting of integration related issues;
Standard vocabularies and nomenclatures used in normalizing inbound and outbound data feeds;
Methods, procedures and safeguards to protect the integrity of the interfaces and to ensure their recoverability.

For positions assigned to the healthcare vertical, the following knowledge is desirable:

Working knowledge of HL7 v2.x or higher;
Working knowledge of XML;
Specific data handling requirements for patient identifiable information and protected health information, including HIPAA data;
Healthcare taxonomy and workflows;
Public health integration.

Ability to:

Perform export, transform, and load (ETL) processes;
Translate and document clinical and/or business workflows;
Design, develop, test and maintain interfaces Interface Tools;
Communicate effectively both orally and in writing;
Interact effectively with end user staff;
Perform effectively in a large, complex organization;
